Iraq and much of what is currently going on in the Middle East in the way of sectarian strife is largely a result of actions he (Bush) sanctioned as President. The USA lost most of its credibility in the eyes of the free world through such things as The Patriot Act, Guantanamo, Extraordinary Rendition, Detention without Trial, etc.
When he came out with the infamous rhetoric such as “If you’re not with us you’re against us” it highlighted the total arrogance of one nation towards the rest of humanity. I would hardly describe this type of statement by a US president as intelligent.
